What We Do?
Since its beginning in 1990’s, NWCF is engaged in research on sustainable water management at local, regional, and international levels. Over the last decade many changes, some of which are of transformational nature, impinge on management of natural resources. Existing institutions face increasing stress, and are not effective in responding to emerging challenges due to pollution, degradation and depletion of resource base. Conventional wisdom suggests a mix of regulatory, economic incentive and common property management frame work to respond to the challenges. While these efforts have shown locale specific success, replication remains problematic as the question of scale is unaddressed. New approaches of resource management are needed including the enhancing role of social auditors and catalysts for incubating institutional innovations.
Our research has shown that solutions need to adapt to specificity and continuous dialogue needs to allow critical questioning, if problems of access and entitlement were to be effectively addressed. Dialogue and engagement are necessary because different social groups posses different worldwide about what ought to happen. For effective policy process no single viewpoint should dominate the other. A dialogue need create opportunities for interplay of diverse point of views to help nature a plural social and policy space. The gradual decline of the pluralized policy space has led Nepal into a socio and political impasse. Only by rebuilding a middle ground the notion of environment justice can find salience in the policy processes.
NWCF envisions a world where the current needs of water are met without compromising the rights of the future generations and nature.
NWCF’s mission is to improve understanding of the water and its intrinsic function in human society and nature through interdisciplinary research, sharing and dissemination, and capacity building of younger professionals. The aim is to evolve such ethos into institutions that analyze water issues at regional and international scales.
